【故障】无法下载 Unable to scan device Chain.Can't scan JTAG Chain

Unable to scan device Chain.Can't scan JTAG Chain. Do you want to open the JTAG Chain Debugger to troubleshoot the JTAG chain?
分析：
尝试过换其他的USB线，没有用（排除线的干扰)
开发板默认程序可以正常运行（说明FPGA本身没有问题）
PC设备管理器和programmer里都能看到设备。
继续打开programmer就有端口出来，但是没办法进行烧写。
A: 看起来是JTAG 链路有问题了， 可以先将问题反馈给support@terasic.com.cn。
（2021.12.10 最后发现是U8 MAX II 功能异常，导致JTAG链路异常，导致FPGA无法下载）
